I hereby apply for a certificate to practice law in the Commonwealth of Virginia, under Rule 1A:1 of the Supreme Court of Virginia.

Notice: You have answered "Yes" to all Minimum Threshold Requirements. The Board will review your Application to determine if you have met the Minimum Threshold Requirements and have established by satisfactory evidence that you:

  • are a member in good standing of the court of last resort of a reciprocal jurisdiction;
  • have been admitted to practice law before the court of last resort in a jurisdiction for a minimum of five years;
  • have been engaged in the full-time (minimum of 32 hours per week) practice of law for at least 3 years (36 months) out of the past 5 years immediately prior to submitting your Application, and have been licensed to engage in the practice of law in the jurisdiction where the practice occurred or you have been authorized by statute, rule, court order or written confirmation to practice law in the jurisdiction where the law practice occurred;
  • have met the Practice of Law requirement as described in Threshold Requirement 4;
  • have met the Legal Education requirement as described in Threshold Requirement 5;
  • have failed no more than 2 bar exams ever;
  • have failed no bar exam within the 5 years immediately prior to submitting your Application;
  • have completed, within the preceding 6-month period, the Rule 1A:1 Reciprocity Course;
  • have read and are familiar with the Virginia Rules of Professional Conduct;
  • are in good standing in all jurisdictions where you have ever held a license to practice law, and you have no pending disciplinary matters in any jurisdiction;
  • are a proper person of honest demeanor and good moral character and possess the requisite fitness to perform the obligations and responsibilities of a practicing attorney; and
  • have made such progress in the practice of law that it would be unreasonable to require you to take the bar exam.

The Board may require you to appear personally before the Board, the Character and Fitness Committee of the Board, or a member of either the Board or the Committee, and furnish additional information. If your license to practice law in any other jurisdiction is subject to any restriction or condition, the Board will determine whether the nature of such restriction or condition is inconsistent with the practice of law and, if so, will deny the Application. If the Board determines you are qualified to be admitted to the practice of law in this Commonwealth without examination, the Board will approve your Application and will notify you of its decision. Your Application filing fee is non-refundable.
